Ethical standards of printing process of magazines of "Izvestija Tula State University"The editorial board of the scientific magazine "Izvestija Tula State University" adheres accepted by the international community the principles of printing ethics reflected in the recommendations of Committee on ethics of scientific publications (Committee on Publication Ethics (COPE), Code of ethics of scientific publications) and also considers valuable experience of authoritative international magazines and publishing houses. In order to avoid unfair practice in printing activity (plagiarism, statement of false information, etc.), for providing high qualities of scientific publications, recognitions by the public of the scientific results received by the author, each member of editorial board, the author, the reviewer, the publisher, and also the institutions participating in publishing process are obliged to respect ethical standards, the rules and rules and to take all reasonable measures for prevention their violations. Observance of rules of ethics of scientific publications by all participants of this process promotes ensuring the rights of authors for intellectual property, to improvement of quality of the edition and exception of a possibility of unauthorzsed use of author's materials for the benefit of individuals. The main terms used in this situation: Ethics of scientific publications are the system of standards of professional behavior in relationship of authors, reviewers, editors, publishers and readers in process creations, distribution and uses of scientific publications. 1. The principles of professional ethics in activity of the publisher In the activity the publisher bears responsibility for publication of author's works that attracts need of following to the following fundamental to the principles and procedures: 1.1. To promote execution of ethical duties by the editorial office, publishing group, editorial board, reviewers and authors in compliance with these requirements. 2. Ethical principles by which the author of the scientific publication has to be guided Authors (or group of authors) at supply of materials in the scientific magazines "Izvestija Tula State University" realizes that bears initial responsibility for novelty and reliability of results of scientific research that assumes respect for the following principles: 2.1. Authors of article have to report reliable results of the conducted researches. Obviously wrong or forged statements are unacceptable. 3. Ethical principles in activity of the reviewer The reviewer carries out scientific examination of author's materials owing to what his actions have to have the impartial character consisting in performance following principles: 3.1. The manuscript received for reviewing has to be considered as the confidential document which can't be transferred for acquaintance or discussion to the third parties who don't have on that powers from edition. 4. The principles of professional ethics in activity of the editor-in-chief In the activity the editor-in-chief bears responsibility for publication of author's works that imposes need of following to the following to the fundamental principles: 4.1. At making decision on the publication the editor-in-chief of the scientific magazine is guided by the reliability of data presentation and the scientific importance considered works. 5. The guidelines at release of articles 5.1. Observance of publishing ethics by editorial board. 6. Conflict of interests In order to avoid cases of violation of printing ethics it is necessary to exclude the conflict of interests of all parties participating in process of publication of the manuscript. The conflict of interests arises in case the author, the reviewer or the associate editor has financial, scientific or personal relations which can to influence their actions. Such relationship is called dual obligations, the competing interests or the competing loyalnost. For prevention of the conflict of interests and according to the accepted ethical standards of the magazine the following duties are assigned to each of the parties. The editor is obliged: – to transfer the manuscript for consideration to other associate editor in the presence at originally appointed reviewer of the conflict of interests with the author presented manuscripts;– to request information on possibility of the competing interests from all participants of process of publication of the manuscript; – to make the decision on the publication of information specified in the letter of the author concerning the conflict of scientific and/or financial interests if she isn't also can exert confidential impact on assessment of the published work as the reader or scientific community; – to provide the publication of amendments if information on the conflict of interests has been obtained after publication of article. The author is obliged: – to specify the place of the work and a source of financing of a research. The reviewer is obliged: – to report to the editor-in-chief about existence of the conflict of interests (dual obligations, the competing interests) and to refuse examination of the manuscript. Violations At emergence of the situation connected with violation of printing ethics from the editor, the author or the reviewer obligatory investigation is required. It extends as on published, and unpublished materials. The editorial board is obliged to demand explanation, without involvement of persons who can have the conflict of interests with one of the parties. If the material containing considerable inaccuracies has been published, it has to be immediately corrected in the form available to readers and systems indexings. |
